VA Police officers serve as an active federal police force in and around our facilities. Despite working outside the typical clinical duties performed at VA facilities, VA Police are an integral and unique part of the care we provide Veterans.

“VA Police is very unique. We have a model of policing that they ingrain from when you go into the academy,” said Maj. Mark Moran, a senior physical security specialist who works in the New Jersey VA Healthcare System. “The model is to demonstrate the core values of the agency, and to act that way toward Veterans. That’s the ICARE model.”

These core values—integrity, commitment, advocacy, respect, and excellence—define how everyone at VA, including VA Police officers, fulfill our mission to care for Veterans. These 5 ideals describe our culture and serve as the foundation for the way we interact with both our Veterans and our fellow employees.

“It’s being committed,” Moran explained, “and knowing that you’re coming here to serve Veterans, to make their lives better, however we can, while working as a law enforcement officer at VA.”

    The Phoenix VA Health Care System, VA Police (PHXVAPD) has demonstrated a disturbing pattern of violating the law and abusing their authority. A past incident involving the arrest of VA employee David L. Hart raises serious questions about their conduct. The PHXVAPD’s actions appears to violate Rule 5 of the Federal Rules of Criminal Procedure which requires that an arrested person be taken before a magistrate. This is a blatant overreach of power. Furthermore, they denied Mr. Hart his Fifth Amendment right to due process and failed to follow mandatory VA arrest procedures, jeopardizing everyone’s safety and rights on VA property. The PHXVAPD’s misconduct is unacceptable. We demand a thorough investigation, transparency, and accountability. Our veterans, communities, and democracy deserve better. Share this, demand answers, and hold the VA accountable. Let’s bring about change and ensure justice for all.

    “Veterans Affairs Police Officer Indicted on Federal Civil Rights and Assault Charges for Beating Man Approximately 45 Times with Baton”
    LOS ANGELES – An officer with the Veterans Affairs Police Department (VAPD) has been indicted on civil rights and assault charges that allege he used a department-issued baton to illegally strike a man approximately 45 times in 41 seconds at the West Los Angeles VA Medical Center, the Justice Department announced today.
    Juan Anthony Carrillo, 45, was named in a two-count indictment…Carrillo arrived to assist the other officer and proceeded to strike R.V. with a VAPD-issued baton up to 45 times in approximately 41 seconds, according to the indictment that notes most, if not all, of the baton strikes were delivered while the other officer was on top of the victim. The indictment notes that Carrillo was about 60 pounds heavier than R.V and the second officer was about 8 inches taller and about 85 pounds heavier than the victim.

    Are you kidding me!?! The VA Police are racist, abusers of veterans. Worse is the attacks against women, the vulnerable and elderly. They will be disarmed and disbanded. Don’t speak to them and report all attacks. Despicable might be too nice to describe the behaviors displayed by VA Police. Gangsters may be more accurate. Shame.
